International business exchanges become more convenient: Interpretation of the Passage Management Regulations of Shanghai Dongfang Hub
On July 30, 2025, the National Immigration Administration issued the "National Immigration Administration Regulations on Access Management for the Shanghai Eastern Hub International Business Cooperation Zone (Provisional)."
These regulations aim to implement the overall development plan and support the construction and development of the Shanghai Eastern Hub International Business Cooperation Zone (hereinafter referred to as the Business Cooperation Zone).
The applicable subjects include persons and means of transport entering or leaving the Business Cooperation Zone.
Foreign nationals who have been registered and approved may enter the Business Cooperation Zone and stay for up to 30 days; if an extension is required, the cumulative stay shall not exceed 30 days.
Domestic personnel entering the zone are subject to access credential management: short-term activity credentials are valid for no more than 30 days, and daily work credentials are valid for no more than one year.
Foreign nationals entering other parts of China must present valid documents, visas, or entry permits, complete prescribed procedures, and obtain approval after inspection before being allowed to enter.
Foreign nationals: Those entering the zone via Pudong Airport for purposes such as business exchanges, international exhibitions, or training must be registered by the inviting organization at least 48 hours in advance.
Domestic personnel: Individuals engaged in business activities, daily production and operations, or service support shall apply for access credentials through relevant organizations or units at least 24 hours in advance.
Means of transport: Vehicles meeting specified conditions for designated purposes shall make reservations and register through the integrated information management service platform, submitting required materials.
Effective Date: These regulations shall take effect from the date when the pilot launch area of the Business Cooperation Zone officially commences operation.
Processing Procedures: All registration, information submission, and reservation applications shall be conducted online through the Business Cooperation Zone’s integrated information management service platform.
Inspection Standards: Persons entering the zone must carry passports, travel documents, or valid identification, along with their access credentials, and undergo inspection by immigration authorities.
Expedited Processing: Individuals unable to complete prior registration or credential application due to urgent circumstances may submit materials on-site for review and processing by the management authority.
Registration Validity: If changes in circumstances necessitate adjustments to the registration details, the inviting organization shall submit the request no later than 24 hours before the foreign national enters the Business Cooperation Zone.
Violation Handling: Those without valid access credentials or in violation of these regulations shall be denied entry; violations of exit-entry administration will be prosecuted according to law.
By optimizing the management model for personnel and vehicle passage, these regulations facilitate international exchanges within the Business Cooperation Zone and contribute to high-level opening-up.
