Several Measures for Accelerating the Aggregation of Innovative and Entrepreneurial Talents in the Lingang New Area

policy2026/06/23

To promote the vision of "a young city for young people," vigorously attract outstanding talents from all fields to gather in innovation and entrepreneurship spaces, create a "maker's home" with low startup costs, strong innovation vitality, and an excellent overall environment, and build a "360" full-cycle talent innovation and entrepreneurship support policy service system, the following measures are hereby formulated:

I. Support Starting Out with "Three Free Benefits"

(1) Free Accommodation upon Arrival in Lingang

A combined supply model of "affordable rental housing + budget hotels" will be adopted to provide 10 "Lingang Youth Stations," ensuring a dynamic inventory of 1,000 housing units. This will offer eligible job seekers and entrepreneurs up to 15 days of free accommodation, along with supporting services such as job recommendations, interview coaching, and entrepreneurial consultations.

(2) Free Gifts upon Settling in Lingang

Eligible young talents who come to Lingang for their first internship, employment, or entrepreneurship will receive a "Lingang Elite Gift Package," providing youth-exclusive benefits worth RMB 500, including transportation, cultural tourism, fitness activities, and dining discounts.

(3) Free Rent for Startups in Lingang

Fifty innovation and entrepreneurship platforms, totaling over 100,000 square meters—including "Maker's Homes"—will be established. Startup projects entering these "Maker's Homes" will enjoy one year of rent exemption; high-quality projects, after evaluation, may receive rent exemptions of up to three years, while other projects will benefit from a subsidy of RMB 1 per square meter per day.

No fewer than 3,000 high-quality housing units will be incorporated into the talent apartment system. Core personnel of recognized startup projects can reside rent-free in talent apartments during the preparation phase, with a maximum rent-exemption period of six months.

Talent apartments will be offered at prices no higher than 70% of market rates, with a maximum tenancy duration of six years.

II. Comprehensive Support Through Six Subsidies

(1) RMB 5,000 Growth-Boosting Subsidy

Undergraduate students from their third year onward who undertake internships in Lingang will receive an internship allowance of up to RMB 5,000 per month. Non-Shanghai residents attending universities outside Shanghai will additionally receive a monthly transportation and accommodation subsidy of up to RMB 1,000.

Key young talents renting youth maker apartments (affordable rental housing) or other market-based accommodations will receive a monthly rent subsidy of up to RMB 5,000, reducing average living costs to below RMB 1,000.

Talents who newly obtain professional skill certificates will be granted a vocational skills enhancement subsidy of up to RMB 5,000.

(2) RMB 100,000 Housing Comfort Subsidy

Eligible newly introduced key talents will receive a one-time settlement allowance based on their education level, professional title, and skill proficiency: RMB 10,000 for bachelor's degree holders, RMB 20,000 for master's degree holders, and RMB 80,000 for doctoral degree holders. Recent graduates within two years of graduation will receive allowances increased by 30%.

(3) RMB 300,000 Entrepreneurship Dream-Fulfillment Subsidy

Ongoing talent innovation and entrepreneurship competitions such as Haiju Yingcai and X·TIME will continue, featuring selections of outstanding overseas and domestic youth startups, international student ventures, and foreign talent initiatives. High-quality projects may receive up to RMB 300,000 in establishment funding.

(4) RMB 500,000 Research Security Subsidy

Eligible PhDs from globally top-tier universities, specializing in relevant fields and possessing at least three years of overseas work experience, will receive a personal comprehensive subsidy of RMB 500,000 upon their first full-time employment in Lingang.

The Lingang New Area Postdoctoral Innovation Practice Base will be established. Young postdocs conducting full-time research at the base will receive project funding of up to RMB 500,000, along with personal living subsidies.

Postdocs who secure employment in Lingang within six months of completing their postdoctoral program will receive a settlement allowance of RMB 200,000.

(5) RMB 1 Million Accelerated Growth SubsidyTargeting strategic technological and industrial innovation priorities, the Lingang New Area launches the "Blue Whale Plan" for high-caliber talents, increasing the proportion of young talents selected and awarding them individual grants of up to RMB 1 million, fostering a cohort of leading, innovative, and entrepreneurial young professionals.

(6) RMB 5 Million Future-Oriented Subsidy

Priority housing selection, purchase, and additional purchase policies will be implemented, expanding the supply of high-quality residential properties tailored to premium living needs. Eligible key talents purchasing newly listed commercial housing in the Lingang New Area will receive home purchase subsidies ranging from RMB 150,000 to RMB 5 million.

III. Zero-Wait Service Response

(1) Zero Waiting Time for Employment and Entrepreneurship

The Lingang New Area Talent Market will be established, hosting at least 100 "Gather in Lingang, Build the Future" recruitment events annually and offering over 30,000 quality job opportunities.

"Lingang Job Search Kiosks" will be installed at key universities and transportation hubs, enabling one-click access to quality jobs and internship positions.

More than 100 dedicated maker service specialists will be deployed, creating a "15-minute employment and entrepreneurship service circle."

(2) Zero Waiting Time for Policy Services

The "Talent AI Butler" will be launched, providing round-the-clock policy consultation and addressing talent concerns, achieving "instant policy matching and immediate service delivery."

The "Lingang New Area Talent Service Management System" will be strengthened, solidifying its digital foundation, streamlining review procedures, and enhancing overall satisfaction and experience through "intelligent approvals" and "apply-and-enjoy" mechanisms.

The "Hui Cai Bao" service system will be vigorously promoted, upgrading the brand service offerings of the Lingang New Area International Talent Service Port.

(3) Zero Waiting Time for Household Registration and Settlement

Leveraging the advantages of tiered household registration policies, special regional policies for talent introduction in the Lingang New Area will be implemented, enabling eligible talents to register directly. The catalog of priority majors for recent college graduates and supportive employer policies will be refined, broadening coverage of key institutions for talent attraction and shortening the residency-to-hukou transfer period, optimizing pathways for recent graduates, general talent, international students, and hukou transfer applicants.

IV. Comprehensive Satisfaction Enhancement

Youth-oriented talent maker communities will be developed and operated, with flexible subsidies of up to RMB 2,500 per month for prospective makers moving in.

Innovation and entrepreneurship talents will be issued the "Lingang Elite Card," granting instant access to a one-stop package of food, lodging, transportation, travel, entertainment, and shopping benefits.

A "Drip Water" points incentive system will be established to strengthen community building among talents, launching various youth-focused cultural activities. High-quality basic education and advanced healthcare systems will be enhanced, and long-term incentives through talent pensions—up to RMB 10,000 per person annually—will ensure worry-free career development.
