policy2026/05/26

On March 20, 2017, the Ministry of Education, the Ministry of Foreign Affairs, and the Ministry of Public Security jointly issued the Measures for the Administration of the Enrollment and Education of International Students in Schools.

These measures aim to standardize the practices of schools in recruiting, educating, and managing international students, thereby promoting educational exchanges and cooperation with other countries.

The scope of application covers all types of schools within the People’s Republic of China that provide preschool, primary, secondary, and higher education, as well as non-Chinese foreign students studying at these institutions.

I. Core Policy Provisions

1. Higher education institutions shall independently determine their enrollment plans and programs based on their operational conditions and file them with the education administrative departments.

2. Chinese language and an overview of China are designated as compulsory courses for higher education, while political theory is a compulsory course for philosophy and political science majors.

3. A universal insurance system for international students is implemented; those who fail to obtain insurance as required will not be admitted by schools, and currently enrolled students will be expelled or denied registration.

II. Applicable Subjects and Conditions

1. The applicable subjects are foreign students who do not hold Chinese nationality under the Nationality Law of the People’s Republic of China and are receiving education in schools within China.

2. Applicants must meet the relevant admission qualifications, provide proof of financial guarantee, and pass examinations or assessments organized by the school as required.

3. For applicants under the age of 18 whose parents are not residing in China, they must appoint a resident in China as a guardian and submit relevant supporting documents.

III. Implementation Standards and Timelines

1. Effective Date: These measures officially came into force on July 1, 2017.

2. Visa Procedures: Applicants shall apply for X1 or X2 visas with materials such as the admission notice, and must apply for residence permits within 30 days of entry.

3. Certificate Management: Higher education institutions must electronically register the academic records and graduation certificates of degree-seeking students, and issue degree certificates to those who meet the requirements.

IV. Important Notes

1. Religious Restrictions: Schools shall not provide venues for religious activities, and any religious activities such as preaching or religious gatherings are strictly prohibited on campus.

2. Activity Guidelines: Students may engage in work-study programs but are not permitted to take employment, conduct business, or engage in any other commercial activities.

3. Health Requirements: Students must undergo a medical examination upon admission; those diagnosed with severe mental disorders or infectious diseases shall be handled by public security authorities in accordance with the law.

By establishing a comprehensive management system covering the entire process of recruitment, education, and supervision, these measures ensure the quality of international student education and enhance the level of educational internationalization.
