policy2026/06/22

Thoroughly implement General Secretary Xi Jinping’s important statements on opening-up and the Party Central Committee and the State Council’s decisions and arrangements for the “Six Stabilities” work. Based on the spirit of documents such as the “2025 Action Plan for Stabilizing Foreign Investment” (Guobanhuan [2025] No. 16), the “Notice on Implementing Several Measures to Encourage Domestic Reinvestment by Foreign-Invested Enterprises” (Fagai Wai Zi [2025] No. 928), and the “Work Plan for Deepening Reform and Innovation in National-Level Economic and Technological Development Zones to Lead High-Quality Development with High-Level Opening-Up” (Shangzi Han [2025] No. 132), and fully implementing the work requirements of the Beijing Municipal Party Committee and Municipal Government, these measures are specially formulated to more vigorously attract and utilize foreign investment.

I. Overall Objectives

Fully implement the requirements of the Municipal Party Committee and Municipal Government to serve as the “Four Pioneers” and build the “Four Highlands,” continuously promote the renewal and high-quality development of existing foreign-invested enterprises, establish a service system that makes existing enterprises feel valued and attracts global companies, and advance at a high level the construction of a “preferred destination for foreign investment” where innovation, institutional, and market benefits are combined.

By 2027, following the approach of “upgrading a batch and connecting another batch,” we will stabilize the scale and optimize the structure of foreign investment, strive to promote 10 landmark major foreign-investment projects, add approximately 150 new foreign-invested enterprises annually, and endeavor to exceed 2,000 foreign-invested enterprises in total, forming an innovative development pattern in which leading foreign companies operate “in Yizhuang for the world.”

II. Supporting Policies

Article 1: Promote Innovative Development through Opening-UpImplement the requirement to completely lift restrictions on foreign access in the manufacturing sector, ensure national treatment for foreign-invested enterprises, and facilitate their transformation in Yizhuang from single production bases into advanced manufacturing centers combined with regional headquarters and innovation hubs. Leveraging the advantages of the “six zones overlapping,” we will advance international industrial development in areas such as the Yizhuang Comprehensive Bonded Zone and the International Pharmaceutical Innovation Park, supporting the establishment and growth of foreign-invested projects in biomedicine, robotics, new-energy vehicles, artificial intelligence, and other fields.

Article 2: Support Diversified Layouts of Foreign InvestmentEncourage overseas investors to carry out equity investments such as capital increases, new establishments, and equity acquisitions. For foreign-invested enterprises whose actual paid-in contracted foreign capital totals USD 2 million, USD 30 million, or USD 100 million or more in the same year (excluding real estate), rewards will be granted at rates of 1.5%, 2%, and 2.5% of the actual paid-in contracted foreign capital, respectively, with a maximum reward of RMB 100 million per enterprise. The reward ratios for high-tech manufacturing and high-tech service enterprises may be increased by an additional 0.5 percentage points, with the maximum support ratio for high-tech service enterprises not exceeding 2.5% and for high-tech manufacturing enterprises not exceeding 3%.

Article 3: Encourage Multinational Headquarters to Upgrade FunctionsAccelerate the deployment of foreign-invested enterprises in Yizhuang, encouraging multinational corporate headquarters to further concentrate functions such as R&D innovation, financial management, investment decision-making, procurement and distribution, and supply chain management. Strengthen services for multinational regional headquarters and functional headquarters, providing support in areas such as R&D convenience, administrative service convenience, data element circulation convenience, and government-enterprise coordination convenience.

Article 4: Promote Openness and Integration of R&D CentersSupport the collaborative and integrated development of foreign-funded R&D centers.

For foreign-funded R&D centers recognized by the relevant municipal-level industry authorities, a reward of RMB 800,000 will be granted in the year of recognition; if the actual paid-in contracted foreign capital reaches USD 2 million or more in the second year after recognition, a reward of RMB 600,000 will be given; if the cumulative paid-in contracted foreign capital reaches USD 5 million or more in the third year after recognition, accompanied by five or more completed patent achievements, a reward of RMB 600,000 will be awarded. Among these, those authorized by their parent company to function as global R&D centers of multinational corporations, with a total R&D investment of no less than USD 10 million and last year’s R&D input accounting for at least 10% of the parent company’s global R&D expenditure, will receive a reward of RMB 1.2 million in the year of recognition; if the actual paid-in contracted foreign capital reaches USD 400,000 or more in the second year after recognition, a reward of RMB 900,000 will be granted; and if the cumulative paid-in contracted foreign capital reaches USD 1 million or more in the third year after recognition, accompanied by ten or more completed patent achievements, a reward of RMB 900,000 will be awarded.

This provision can be applied concurrently with Article 2.

Article 5: Enhance Service Quality in International Industrial ParksStrengthen the provision of eco-friendly services in international industrial parks for foreign-invested enterprises, continuously offering services such as partner matching, talent recruitment, and site selection assistance. For international industrial parks undertaking improvements to office, production, and living environments to meet international standards, those investing RMB 2 million or more will receive support equivalent to 10% of their actual expenditures, capped at RMB 1 million per year after review.

Article 6: Create an International Business EnvironmentFocus on building a first-class overseas-like environment, strengthening the supply of supporting facilities such as international talent apartments, international schools, and international medical centers. Improve the foreign-related service system, integrating all administrative service items covering the entire lifecycle of foreign-invested enterprises to achieve “one-stop entry, one-window processing, and online accessibility” for foreign-related approval procedures. Regularly hold roundtable meetings for foreign-invested enterprises, establishing platforms for direct dialogue between government and businesses. Establish an executive observer mechanism for foreign-invested enterprises, forming an evaluation system based on “demand collection—measure iteration—effect feedback.”

III. Supplementary Provisions

These measures apply to foreign-invested enterprises or institutions legally operating within the 225-square-kilometer area of Yizhuang New City, provided they have no publicly disclosed major administrative penalties or criminal records in the past three years and are not listed on the register of seriously unlawful and untrustworthy entities.
