policy2026/05/19

To thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on optimizing the business environment, conscientiously fulfill the work requirements of the Municipal Party Committee and the Municipal Government regarding building “Beijing Service,” leverage the functional strengths of market regulation departments, adhere to the principle of “setting the highest standards and regulating for the people,” focus on key needs that business entities can clearly feel and readily access, continuously exert efforts, comprehensively promote iterative upgrades of business environment reforms in the field of market regulation, and provide strong support for the capital’s high-quality development, this plan has been formulated.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implementing the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, fully carrying out the spirit of the Central Economic Work Conference, thoroughly implementing the important remarks of General Secretary Xi Jinping on Beijing, completely, accurately, and comprehensively applying the new development philosophy, proactively serving and integrating into the new development paradigm, taking enhancing enterprises’ and the public’s sense of gain and satisfaction as the primary goal, using benchmarking against advanced international and domestic rules and best practices as an important approach, focusing on key areas and critical links in market regulation, continuously innovating and optimizing service methods, means, and standards, persistently creating a world-class business environment characterized by marketization, rule of law, convenience, and internationalization, thereby providing solid support for promoting the capital’s high-quality economic development.

II. Main Tasks

(I) Enhancing the Quality of Business Entity Development

1. Optimize business entity registration services.Unleash resources of business premises; guide each district in implementing the “Several Provisions of Beijing Municipality on the Registration Management of Business Premises (Residences),” supporting the use of premises at institutions such as libraries, museums, gymnasiums, and parks, ancillary convenient service spaces in historic buildings, as well as improving the configuration of spaces for scientific and technological innovation activities and related services at universities and research institutes in Beijing. Continue standardizing entry services, unifying citywide business processing standards in areas such as shareholder changes, capital increases and decreases, and standardized addresses, comprehensively updating one-time notification sheets and document forms for registration, strengthening business training and policy publicity across districts, further elevating the city’s level of standardization and regularization in registration.

2. Support the development of emerging industries.Drawing on the standards for emerging industries and future industries set by the State Administration for Market Regulation, support enterprises in applying terms reflecting industry characteristics as trade names according to industry conventions or professional literature, facilitating the use of cutting-edge technologies or innovative expressions in their trade names, thereby better supporting industrial innovation. Deepen reforms to standardize business scopes in emerging and future industries, introducing scenario-based combinations such as graphene material companies, quantum information technology companies, and commercial aerospace companies, enabling enterprises to select with a single click; support key-sector enterprises in independently disclosing specialized projects to meet personalized business development needs.

3. Enhance the ease of market access for foreign-invested enterprises.Continuously improve the registration system for foreign-invested enterprises in line with overseas investors’ habits, develop bilingual Chinese–English versions of registration application documents, and guide each district in providing convenient registration services for foreign-invested enterprises. Increase support for reinvestment within China by foreign-invested enterprises, further simplify procedures for establishing foreign-invested holding companies, and offer high-quality registration services to foreign investors setting up holding companies in the city and foreign financial institutions operating in Beijing.

4. Promote information sharing on enterprise registration among Beijing, Tianjin, and Hebei.Thoroughly implement the “Three-Year Action Plan for Building a World-Class Business Environment in the Beijing–Tianjin–Hebei Region,” continue deepening integrated registration reform, advance the cross-provincial “application, issuance, and collection” of business licenses throughout the region, further enhance cross-regional registration convenience in Beijing–Tianjin–Hebei, and achieve more registration matters handled as if within the same city.

5. Improve the mechanism for business entity exit.Adopt multiple measures to optimize the exit pathways for business entities, encouraging eligible entities to exit in an orderly manner, effectively promoting optimal resource allocation. Continuously refine the “one-stop” verification of enterprise bankruptcy information, strengthen business collaboration and data sharing, incorporate essential personal information such as addresses and contact details of directors, supervisors, and other relevant personnel of bankrupt enterprises into inquiry services, thereby better facilitating the performance of duties by bankruptcy administrators.

(II) Strengthening Standards’ Supporting and Leading Role

6. Optimize local standards management systems.Standardize the formulation and management of local standards, and optimize the project approval process for local standards. Improve the review mechanism for local standards, referring to the “Negative List for Local Standard Formulation (2025 Edition),” organize clean-up campaigns to ensure compliance, and prohibit the use of local standards to exclude or restrict market competition.

7. Stimulate the vitality of standard-setting entities.Fully leverage the guiding role of the capital’s strategic subsidy funds for standardization, supporting various business entities—including foreign-invested enterprises—in equally participating in standard formulation and revision, as well as in activities of technical committees on standardization. Host the “Enterprise Standardization Lecture Series” to provide guidance to enterprises and enhance their capacity for standardization innovation.

8. Promote synergy between standardization and industrial development.Focus on fields such as information technology, hydrogen energy, building materials, and nuclear facilities to launch pilot projects for intelligent manufacturing and high-tech standardization, supporting and guiding Beijing-based organizations to lead standard-setting initiatives in cutting-edge areas like artificial intelligence, brain–computer interfaces, and synthetic biology, thus improving the standardization framework for high-end, sophisticated industries. Organize matchmaking events between national standardization committees based in Beijing and key industrial enterprises to align supply and demand in standardization, enhancing its ability to support industrial innovation. Strengthen technical trade measure services, guiding enterprises to reinforce trade compliance and risk prevention, and supporting their global expansion.

9. Consolidate the standardization foundation for urban construction.Reinforce the leading and supporting role of standards in urban construction, supporting the initiation and revision of local standards in the operation and management of urban infrastructure, ensuring alignment with urban development, industrial upgrading, and public needs, and contributing to enhanced urban resilience and sustainable development.

(III) Improving the Quality, Efficiency, and Warmth of Services for Enterprises

10. Accelerate the digital transformation of government services.Optimize the online service experience on the “eWindow” platform, promote standardized address registration, and provide property owners with user-space maintenance, standardized address applications, record inquiries, and other services, thereby enhancing the convenience of reporting business premises. Further optimize the effectiveness of electronic seal services in the field of market regulation, providing robust support for their application in government services. Ensure seamless system integration between electronic business licenses and municipal enterprise installation platforms, offering streamlined services.

11. Promote “automatic eligibility” for business-friendly policies. When food production and operation enterprises apply for changes to their business license name or legal representative, related items on their food production and operation licenses are automatically updated without requiring separate applications, and they directly receive newly issued electronic certificates after the change—achieving “automatic eligibility and simultaneous processing.” For enterprises, individual businesses, and farmer cooperatives listed on the abnormal operations register due to late annual reports, credit restoration is automatically triggered upon submission of overdue reports, realizing “automatic eligibility and imperceptible repair.”

12. Enhance the effectiveness of data sharing involving enterprises.Strengthen data sharing on credit restoration related to the abnormal operations register, lists of seriously unlawful and untrustworthy entities, and administrative penalties, promptly transmitting this information to the National Enterprise Credit Information Publicity System and the Beijing Big Data Platform, achieving “single application, synchronous restoration.” Improve the mechanisms for submitting enterprise-related reports, incorporating more reports into the “one-stop” enterprise data submission process, reducing redundant and overlapping reporting burdens on enterprises.

13. Explore opening up credit supervision data.Pilot the release of credit supervision data such as abnormal operations listings and serious violation records to selected platform enterprises, establishing open data channels to guide these platforms in strengthening credit management across stages including “enterprise onboarding qualification review, credit rating adjustments, ongoing inspections, risk assessments, and delisting,” thereby constructing a dynamic credit evaluation system and effectively enhancing corporate governance.

(IV) Raising the Level of Market Competition Governance

14. Strictly enforce the fair competition review system.Conduct random checks on fair competition reviews for policies and measures issued by municipal-level administrative organs and district governments across the city that affect business operators’ economic activities, reinforcing strict constraints on fair competition reviews to prevent, at the source, policies and measures that hinder the unified market and fair competition.

15. Comprehensively rectify “involution-style” competition on platforms.Focus on accommodation and catering platforms, continuing to deepen comprehensive rectification of “involution-style” competition, dynamically updating the negative list of such competitive behaviors, conducting compliance assessments and surprise inspections of key platform enterprises, intensifying antitrust and anti-unfair competition enforcement, guiding enterprises to improve internal compliance management systems, and promoting win-win development among platforms, platform-based merchants, and workers in new forms of employment.

16. Strengthen the system for protecting trade secrets.Focusing on the field of “AI-generated content + audiovisuals,” explore the establishment of industry-specific trade secret protection service centers, build collaborative protection models involving enterprises, industry associations, and government, and organize a “Month of Activities to Enhance Enterprise Trade Secret Protection Capabilities,” leveraging trade secret protection to drive high-quality development and stimulate innovation among business entities.

17. Regulate broadband access in commercial buildings.Increase penalties for illegal practices in the broadband access market for commercial buildings, lawfully investigate price violations and other misconduct by relevant business entities, and strictly handle cases suspected of monopolistic behavior in accordance with the law.

(V) Enhancing the Overall Effectiveness of Comprehensive Regulatory Enforcement

18. Strengthen the management of administrative inspections involving enterprises.Intensify overall planning and coordination of administrative inspection schedules, strictly control the total number of inspections, rely on the comprehensive regulatory information system to monitor the implementation of inspection plans throughout the entire process, reduce duplicate inspections through systematic monitoring and analytical alerts, and continuously cut down on unplanned, unwarranted temporary inspections. Based on tiered classification principles, dynamically adjust risk levels for inspection items, directing regulatory resources toward high-risk areas.

19. Fully implement the “Comprehensive Inspection Once” initiative.Following the principle of “safety first,” leverage the comprehensive regulatory information system to coordinate inspection plans across departments, strengthen cross-level, cross-regional, and cross-departmental collaboration, and promote “entering one door to inspect multiple items.”

20. Raise the standardization level of “scan-and-inspect” procedures.Continue deepening the management of “scan-and-inspect” procedures, strictly enforcing the system of “scanning in, displaying codes as notification, and inspecting according to the checklist,” regularly monitoring and analyzing administrative inspection situations, encouraging enterprises to participate in oversight feedback, holding them accountable for addressing identified issues, and continuously enhancing the quality and effectiveness of regulatory enforcement.

21. Coordinated promotion of non-site regulatory reform.Promote the application of risk screening and problem clue modeling, encourage districts and departments to actively explore non-site regulatory methods and pathways based on actual conditions, and enhance their capacity for non-site regulation.

22. Strengthen dynamic management of the “no-unnecessary-disturbance” enterprise list.Formulate dynamic management measures for the “no-unnecessary-disturbance” enterprise list, detailing conditions and procedures for inclusion and removal, enhancing the scientific rigor of dynamic management, and expanding the list’s coverage based on the capital’s high-quality economic development needs and practical circumstances.

23. Strengthen service-oriented regulatory enforcement.Organize relevant departments to utilize the “Jingtong” platform to deliver compliance guidelines to inspected enterprises, enhancing their awareness of compliance and risk prevention. In certain industries or regions, explore offering appointment-based advisory services, providing specialized guidance and targeted assistance. Vigorously promote service-oriented law enforcement, adopting a model of “prevention first, minor offenses exempt from punishment, severe violations severely punished, penalties proportionate to offenses, and post-inspection follow-up visits,” fostering a positive atmosphere where regulatory enforcement is firm yet service-oriented and warm.

24. Improve the interdepartmental mechanism for transferring case clues.Encourage industry regulators to collaborate with comprehensive law enforcement departments, develop corresponding functions on the comprehensive regulatory information system platform, and establish a mechanism for transferring case clues based on the platform and shared standards.

25. Iteratively upgrade the functions of the comprehensive regulatory information system.Optimize and improve the system’s functions for plan formulation, inspection execution, result dissemination, and evaluation monitoring, supporting the seamless online flow of business processes and leveraging smart platform technologies to promote transparent, collaborative, and efficient law enforcement.

III. Work Guarantees

(I) Strengthen Leadership and Organization

Enhance the Party leadership group’s unified leadership over business environment optimization work. The three special task forces—on commercial system reform, promoting market competition, and regulatory enforcement—should strengthen overall coordination, formulate annual reform plans for this field, and ensure thorough implementation of all reform measures. All departments should raise awareness, treating business environment optimization as an important lever for enhancing soft power and competitiveness, strengthening inter-departmental collaboration and district-city linkage, increasing guidance and training provided by various business lines to district bureaus, and comprehensively elevating the professionalism and service capabilities of the business environment team. District bureaus should further refine action measures tailored to their specific conditions and advantages, effectively ensuring policy implementation results. Encourage district bureaus and departments to take the lead in piloting initiatives aimed at promoting the capital’s high-quality economic development, deeply exploring institutional innovation, reform practice, and service optimization, striving to create a number of landmark reform measures that are replicable, scalable, and uniquely reflect Beijing’s market regulation characteristics.

(II) Enhance Policy Effectiveness

Each department should focus on frequently processed services for enterprises and the public, routinely organizing bureau and division chiefs to “walk through the procedures,” meticulously identifying bottlenecks and sticking points, and formulating a series of pragmatic, effective “small-scale” measures that enterprises and the public can readily perceive, precisely solving problems and delivering tangible benefits. Optimize policy inquiry and dissemination services, vigorously promote “automatic eligibility” and “direct rapid access,” truly enhancing the quality and efficiency of services for enterprises. Before policy release, carefully plan and organize relevant training and publicity events, ensuring staff grasp operational guidelines while helping beneficiaries understand policy benefits.

(III) Deepen Public Awareness and Guidance

Maintain smooth and regular communication mechanisms between government and enterprises, further develop the “Business Environment Salon” platform, solicit needs, advice, and feedback from enterprises, fostering positive interactions between government and enterprises and bolstering their confidence in long-term development in Beijing. Strengthen publicity for business environment policies, skillfully identify key talking points, make good use of new media, communicate in language easily understood by enterprises and the public, comprehensively showcase the achievements of business environment reforms, convey business-friendly policy initiatives, continuously increase enterprises’ and the public’s awareness and recognition of a favorable business environment in the field of market regulation, and comprehensively elevate the reputation and influence of “Beijing Service.”
