Application Guide for Talent Visa (R Visa
The R Visa (Talent Visa) is issued to foreign high-level talents and urgently needed specialized personnel required for China’s economic and social development, including scientists, leading figures in science and technology, international entrepreneurs, senior managers, and highly skilled professionals.
Individuals who meet the criteria for Foreign High-Level Talent (Type A) can apply for the Talent Visa with priority.
Applicants generally need to meet one of the following conditions:
- Selected for national, provincial, or local key talent introduction programs;
- Possess internationally recognized significant professional achievements;
- Key academic personnel from world-renowned universities or research institutions;
- Senior managers or core technical personnel of internationally well-known enterprises;
- Urgently needed and scarce talents for China’s key industries and major projects.
Specific eligibility criteria are reviewed and determined by competent authorities such as the Ministry of Science and Technology and the Ministry of Human Resources and Social Security.
Step 1: Apply for the Confirmation Letter for Foreign High-Level Talents
Inviting entities within China submit applications through the Work Permit Management Service System for Foreigners and upload relevant supporting documents.
Upon approval, applicants receive the Confirmation Letter for Foreign High-Level Talents, which is the core document for applying for the R Visa.
Step 2: Apply for the R Visa
Applicants should submit the following materials to Chinese embassies or consulates abroad to apply for the visa:
- Valid passport;
- Visa application form and photographs;
- Confirmation Letter for Foreign High-Level Talents;
- Other supplementary materials as required by the embassy or consulate.
Step 3: Entry into China
After obtaining the R Visa, applicants may enter China in accordance with visa regulations to engage in work, scientific research, innovation and entrepreneurship, or other talent exchange activities.
Step 4: Obtain a Work Permit (if actually employed)
If an applicant is formally appointed or hired to work within China, they usually still need to obtain a Foreigner Work Permit as required.
Compared with ordinary work visas, the R Visa has the following features:

- Eligibility for priority “talent green channel” services;
- Longer visa validity period;
- Possibility of applying for multiple-entry visas;
- Spouses and minor children can simultaneously apply for corresponding visas.
