Policy Interpretation of the "Work Plan for Optimizing the International Business Environment in Shenzhen in 2026
Starting in 2023, the Shenzhen Municipal Party Committee and Municipal Government have annually released three work plans to optimize a market-oriented, law-based, and internationalized business environment. This year, they have further upgraded and launched the “Shenzhen 2026 Work Plan for Optimizing an Internationalized Business Environment” (hereinafter referred to as the “Work Plan”). The Work Plan adheres to an international orientation, with institutional openness as its key focus and driving force. It comprehensively aligns with high-standard international economic and trade rules, benchmarks against the advanced experiences of leading global cities, and leverages Shenzhen’s unique strengths. By enhancing capabilities and raising standards in areas such as attracting foreign investment, promoting outbound investment, facilitating international trade, creating a favorable environment for work and study, ensuring livability and tourism appeal, and shaping the city’s brand image, the plan aims to propel the business environment from “catching up” to “leading,” accelerating the development of a world-class, globally competitive business environment.
Thoroughly implementing the important instructions of General Secretary Xi Jinping on fostering a first-class, market-oriented, law-based, and internationalized business environment, this initiative seizes the significant historical opportunities presented by 2026—the inaugural year of the 15th Five-Year Plan—and the hosting of the 33rd Asia-Pacific Economic Cooperation (APEC) Leaders’ Informal Meeting in Shenzhen.
