Interpretation on Amending the "Measures for the Registration of Accommodation of Overseas Personnel" : Shanghai
A: According to the "Shanghai Municipal Measures for the Administration of Administrative Normative Documents," administrative normative documents have a validity period of five years. Accordingly, the "Measures for Accommodation Registration of Foreigners" (hereinafter referred to as the "Measures") will expire on March 31, 2025. The implementation of the "Measures" has played an important role in enhancing the city's immigration management capabilities and standardizing accommodation registration for foreigners. However, with adjustments to reporting channels and supporting materials, certain provisions of the "Measures" are no longer consistent with the actual situation. After evaluation, the Shanghai Public Security Bureau has determined that the "Measures" need to be revised before continuing their implementation.
A: First, new higher-level legal bases have been added. The "Several Provisions of Shanghai Municipality on Services and Management of Actual Resident Population" has been incorporated as the basis for drafting the document, while additional references such as the "Public Security Administration Punishment Law of the People's Republic of China," the "Administrative Measures for Public Security in the Hotel Industry," and the "Regulations on Accommodation Registration in Hotel Businesses" have also been included. Second, the reporting channels have been adjusted. In light of practical work needs, the term "socialized reporting platform" has been removed, and the self-service reporting channel has been revised to "self-service reporting platforms established on internet applications such as the 'One-Stop Online Service' platform and the entry-exit e-government platform." Third, the required reporting materials have been optimized by removing the requirement for proof of residence from the application documents.
