Immigration Guide Article2026/04/27
I. Background and Basis for the Revision of the "Shenzhen Measures for Further Attracting and Utilizing Foreign Investment" (hereinafter referred to as the "Measures")

On April 30, 2025, Guangdong Province issued the "Several Measures of Guangdong Province to Further Stimulate the Vitality of Market Entities and Accelerate the Construction of a Modern Industrial System" (Guangdong Provincial Government Office Document No. 11 [2025]), clearly requiring that "Shenzhen shall, by reference to this policy, independently formulate policies on loan interest subsidies, financing guarantees, foreign-invested R&D centers, and investment promotion incentives." In order to actively implement the requirements of fostering higher-level headquarters economies and supporting the high-quality development of foreign-invested R&D centers, and to effectively align with provincial-level policies, our city urgently needs to revise a new round of foreign investment policies to effectively boost the confidence of foreign investors and attract more high-quality foreign investment.

II. Contents of the Revised "Measures"

In conjunction with the "Implementation Rules for Guangdong Province's Headquarters Level Rewards for Multinational Companies" (Guangdong Commerce Regulation No. 3 [2025]) and the "Implementation Rules for Guangdong Province's Rewards Supporting the Establishment of Foreign-Invested R&D Centers" (Guangdong Commerce Regulation No. 2 [2025]), two new subsidy measures have been primarily added—Articles 17 and 18 of the "Measures"—while other provisions remain largely unchanged. Following the addition of these new articles, the "Measures" now comprise five aspects and 22 specific measures, with the detailed additions as follows:

1. Support for upgrading the level of headquarters. For the period from 2025 to 2027, foreign-invested multinational company headquarters in China, Asia-Pacific headquarters, or global divisional headquarters recognized by Guangdong Province, and whose total newly added actual foreign capital in the previous year reaches US$10 million or more, shall each be granted a one-time reward of up to RMB 8 million.

2. Support for the establishment of foreign-invested R&D centers. For the period from 2025 to 2027, foreign-invested R&D centers recognized jointly by Shenzhen’s competent authorities for foreign investment and science and technology departments shall each be granted a one-time reward of up to RMB 1 million; those classified as global R&D centers of multinational companies and whose total newly added actual foreign capital in the previous year reaches US$10 million or more shall receive an additional one-time reward of up to RMB 5 million, totaling up to RMB 6 million. Each district may formulate supporting policies tailored to its own circumstances.

III. Validity Period of the "Measures"

The "Measures" shall come into effect on January 1, 2026, with a validity period of three years. The "Shenzhen Measures for Further Attracting and Utilizing Foreign Investment" (Shenzhen Municipal Government Regulation No. 6 [2024]) shall be simultaneously repealed. Matters applying for relevant subsidies under Shenzhen Municipal Government Regulation No. 6 [2024], which have not yet completed financial review and disbursement upon the entry into force of these Measures, shall continue to be governed by Shenzhen Municipal Government Regulation No. 6 [2024].
