Through various forms such as direct recognition of certificates, exemption from certain courses, and reduction or waiver of examination subjects, we will promote mutual recognition between the items listed in the “International Professional Qualification Mutual Recognition List” and the city’s professional technical titles.
Professionals holding overseas financial, accounting, medical, or teaching qualifications listed in the “Catalogue” are permitted, in accordance with specific implementation measures and operational guidelines formulated by relevant municipal industry authorities, to engage in professional practice within the administrative boundaries of this city and provide professional services compliant with their respective qualification scopes in accordance with laws and regulations.
To optimize the talent service environment and further improve the construction of the Beijing–Tianjin–Hebei International Professional Qualification Certificate Inquiry and Verification Service Platform, ensuring convenience for cross-regional talent mobility:
1. By upgrading platform functions and optimizing processes, we will shorten verification cycles and provide professional, reliable inquiry and verification services for the authenticity of qualifications listed in the “Catalogue” (see Attachment 2).
2. For individuals who have established personnel or labor relations with employers in Beijing, the inquiry and verification results issued by this platform may exempt them from submitting notarized certification documents for relevant certificates. These verification results shall serve as valid evidence for handling various procedures within the city, including work-residence permits, talent introduction procedures, work permit applications, and registration of foreign physicians.
3. When individuals holding qualifications listed in the “Catalogue” seek employment across regions within the Beijing–Tianjin–Hebei area, they are not required to reconfirm their qualifications and may directly enjoy corresponding talent policies in accordance with relevant regulations.
We will establish mechanisms for selecting, upgrading, and exiting items from the “Catalogue,” ensuring its scientific validity and timeliness. We will strengthen multi-dimensional tracking and monitoring of qualifications included in the “Catalogue,” specifically covering certificate issuance, compliance with technical standards, and the actual effectiveness of certified individuals engaging in innovation and entrepreneurship activities in Beijing. Items found to be non-compliant through monitoring will be removed from the “Catalogue.”
