Attachment: Revised "Measures for Accommodation Registration of Foreigners"

Shanghai Municipal Public Security Bureau

March 15, 2025

Attachment Measures for Accommodation Registration of Foreigners

Article 1In order to effectively enhance the city’s capacity for managing entry and exit affairs and further standardize the work of accommodation registration for foreigners, and based on relevant provisions including the "Law of the People's Republic of China on Control of the Entry and Exit of Aliens," "Measures for the Administration of Chinese Citizens' Travel to Taiwan Region," "Provisional Measures for Private Travel of Chinese Citizens to Hong Kong or Macao Regions," "Regulations of the People's Republic of China on Consular Privileges and Immunities," "Several Provisions on Services and Management of the Actual Resident Population in Shanghai," "Trial Measures for Foreigners' Accommodation Registration by Police Stations," and other relevant regulations, and taking into account local conditions, these measures are hereby formulated.

Article 2These measures apply to foreigners who reside or stay in accommodations other than hotel establishments within this municipality and who need to register their accommodation.

For the purposes of these measures, "foreigners" refers to foreign nationals as well as residents of Hong Kong, Macao, and Taiwan, but excludes consular officers and administrative technical personnel of diplomatic missions who are exempted from the obligation of accommodation registration according to law.

These measures do not apply to foreigners staying in hotel establishments within this municipality. Hotel establishments shall, in accordance with relevant provisions governing public security in the hotel industry—such as the "Public Security Administration Punishment Law of the People's Republic of China," "Administrative Measures for Public Security in the Hotel Industry," and "Regulations on Accommodation Registration in Hotel Establishments"—handle accommodation registration for foreigners and submit accommodation registration information to the local public security authorities.

Article 3Public security organs shall facilitate accommodation registration for foreigners by expanding registration channels, simplifying required materials, and reminding foreigners to complete registration upon entry into the country.

Article 4Within 24 hours after checking in, foreigners shall personally or through their host complete accommodation registration. Among them, residents of Hong Kong, Macao, and Taiwan residing or staying in rural areas may complete registration within 72 hours after check-in.

Article 5Foreigners may declare their accommodation registration through the following channels:

(1) Household registration and other service windows set up at police stations, as well as public security service counters stationed at township and community affairs acceptance centers (hereinafter referred to as "public security windows");

(2) Self-service declaration platforms established on internet applications such as the "One-Network Integrated Service" platform and the entry-exit e-government platform (hereinafter referred to as "self-service declaration platforms").

Article 6When lodging registration is declared through a public security window, valid identification documents of the foreigner must be presented. If the foreigner authorizes another person to handle the registration or if the host handles it, valid identification documents of the authorized representative or the host must also be provided.

When lodging registration is declared through a self-service declaration platform, relevant materials shall be submitted as prompted by the system.

Article 7Foreign infants born within Chinese territory who have not yet obtained valid residence (stay) permits may first apply to the entry-exit management department for such permits and, presenting the receipt of acceptance, declare their accommodation registration through a public security window.

Foreigners who have lost their entry-exit permits may first report the loss to the entry-exit management department and, presenting the loss report, proceed with accommodation registration; residents of Hong Kong, Macao, and Taiwan who have lost their entry-exit permits may first apply to the entry-exit management department for replacement permits and, presenting the receipt of acceptance, declare their accommodation registration.

Article 8For registrations declared through public security windows, once identity verification is confirmed, documents are deemed valid, and all required materials are complete, the accepting unit shall immediately accept the application and issue the "Foreigner Accommodation Registration Form"; if the materials do not meet the requirements, they shall be registered first, and applicants shall be promptly informed to supplement the necessary documentation on the spot.

For registrations declared through self-service declaration platforms, after passing the system review, an electronic file of the "Foreigner Accommodation Registration Form" can be downloaded and printed independently as needed.

In case the "Foreigner Accommodation Registration Form" is lost, a duplicate copy may be requested or reprinted through the original declaration channel.

Article 9Foreigners shall truthfully declare their accommodation registration; those who falsify information or make false declarations shall bear corresponding legal responsibilities in accordance with the law and will not be eligible for convenient services such as self-service declaration when registering again.

Article 10The catalog of valid identification documents for foreigners recognized under these measures shall be determined and publicly announced by the Entry-Exit Management Department of the Shanghai Municipal Public Security Bureau.

Article 11These measures shall come into force on April 1, 2020. At the same time, the "Shanghai Police Station Measures for Foreigners' Accommodation Registration" (Shanghai Public Security Document No. 46 [2008]) shall be repealed.
